
The Government of Uttarakhand has promoted Ashish K Upadhyay, CISA, CISSP, to the position of Deputy General Manager (DGM) – Cybersecurity at the IT Development Agency (ITDA), further strengthening the state’s commitment to building a secure and resilient digital ecosystem.
Prior to this elevation, Upadhyay served as Assistant General Manager (Cybersecurity & Forensics), where he also held the responsibilities of Head of CERT-UK and Chief Information Security Officer (CISO) for the Dehradun Smart City project. During his tenure, he played a pivotal role in establishing structured cybersecurity governance, strengthening cyber incident response capabilities, and enhancing the protection of critical digital infrastructure across the state.
With over a decade of cross-sector cybersecurity experience spanning government, academia, and global enterprises, Upadhyay has built a strong reputation for driving strategic cyber defence initiatives. Before joining the Uttarakhand government, he served as Scientist (R&D) – Cybersecurity at IIT Kanpur, contributing to advanced research and innovation in cyber defence and digital security frameworks.
His professional journey also includes key cybersecurity roles at leading global organizations such as Tata Consultancy Services, the Ministry of External Affairs (Government of India), Jaguar Land Rover UK, BT Group, and Sony India Software Centre, where he led multiple risk mitigation, cyber defence, and security transformation initiatives.
An alumnus of IIT Kanpur with a Master’s degree in Cyber Security, Upadhyay holds globally recognized certifications including CISA, CRISC, and CISSP. His expertise spans Zero Trust Architecture, cyber capability maturity modelling, cryptography, cyber forensics, and incident response, positioning him as a key contributor to strengthening public sector cyber governance.
In his new role as DGM (Cybersecurity), Upadhyay will focus on advancing cybersecurity maturity across government systems, expanding real-time threat monitoring capabilities, and driving proactive cyber defence strategies to safeguard Uttarakhand’s rapidly growing digital infrastructure and smart governance platforms.
His promotion reflects the Government of Uttarakhand’s continued emphasis on strengthening cybersecurity leadership and ensuring a secure digital future for the state’s e-governance and smart city initiatives.
