TCS to Modernize Odisha’s Public Finance with AI-Enabled IFMS 3.0
Tata Consultancy Services (TCS) has been selected by the Odisha government to design and implement the Integrated Financial Management System (IFMS) 3.0, an AI-enabled, cloud-native platform aimed at modernizing the state’s public finance management. Building on a partnership that began in 2005, this third-generation upgrade will bring automation, real-time visibility, and advanced analytics to the state’s financial workflows, enhancing efficiency and decision-making across government departments.

The new system leverages TCS’s AI Workbench (AIWB) to support AI/ML projects across development, monitoring, and retraining. Key features include AI-driven analytics, multilingual chatbot support, and automated service desk functions, alongside strengthened security protocols and mobile accessibility for managing financial operations on the go. A user-friendly interface and advanced reporting tools are expected to streamline processes across budgeting, expenditure, revenue, and accounts management.

“With real-time financial visibility, enhanced precision, and a future-ready architecture, this platform will empower Odisha to deliver more effective public services to its citizens,” said Girish Ramachandran, president, growth markets and public services, TCS. Echoing this, Tej Paul Bhatla, VP, public services, TCS, added: “With AI-assisted insights and intuitive workflows, IFMS 3.0 will allow officials to monitor programs in real time, accelerate reporting, and make confident, data-driven decisions.”

This initiative is part of TCS’s broader role in India’s digital transformation. For nearly six decades, the company has powered government programs spanning passport issuance, defense pensions, health insurance, and public financial systems. Today, nearly seven out of ten Indians rely on TCS-supported services daily, underscoring the firm’s pivotal role in reshaping governance and citizen services nationwide.

By integrating AI and cloud-native capabilities into public finance management, IFMS 3.0 is expected to enhance transparency, optimize resource allocation, and enable data-driven policy decisions, reinforcing Odisha’s commitment to innovation in governance. The project also highlights TCS’s continued focus on delivering scalable, technology-driven solutions for government modernization across India.
