Security Spending Trapped in Run-Costs

Cybersecurity budgets across industries have grown consistently over the last few years. Yet many CISOs still struggle to fund strategic initiatives such as cyber resilience, AI-driven security operations, Zero Trust, identity security, and proactive threat hunting. The challenge today is not always the size of the budget; it is where the budget gets consumed.

A large portion of security spending is trapped in “run costs” maintaining legacy tools, renewing overlapping licenses, sustaining managed services, supporting fragmented architectures, and operating highly manual security processes. Over time, organizations unknowingly create complex security ecosystems where operational expenditure increases, but security outcomes do not improve proportionately.

In many enterprises, multiple tools perform similar functions across endpoint security, monitoring, vulnerability management, or access control. Different business units onboard technologies independently, resulting in duplicate investments, integration challenges, and alert fatigue for security teams. As digital transformation accelerates, CISOs are expected to secure cloud workloads, hybrid workforces, AI adoption, and IT-OT convergence while continuing to support aging infrastructure and compliance-heavy operations.

Strategic Relevance

Optimizing run-costs has now become a boardroom-level cybersecurity priority.

  1. Freeing Budgets for Innovation: Excessive operational spending limits investments in strategic capabilities such as automation, cyber resilience, and advanced threat intelligence.
  2. Reducing Operational Complexity: Consolidated security architectures improve visibility, simplify operations, and reduce dependency on multiple disconnected tools.
  3. Improving Security Efficiency: Organizations often spend more time managing tools than managing risks. Rationalized environments improve response effectiveness and operational agility.

4. Supporting Business Growth: Agile and scalable security models enable organizations to support digital business initiatives securely without continuously increasing operational overheads.

Challenges & Opportunities
  1. Legacy security tools continue to consume budgets despite limited effectiveness in modern threat environments.
  2. Manual operations across SOC monitoring, reporting, access reviews, and compliance management increase dependency on skilled resources.
  3. Managed services contracts are often renewed without periodic optimization or outcome-based evaluation.
  4. Fragmented visibility across IT, cloud, and OT environments creates operational inefficiencies and inconsistent risk management.

At the same time, organizations have strong opportunities to modernize security spending through:

  • Security Platform Consolidation
  • AI-Driven Security Operations
  • Zero-Trust and Identity-Centric Security
  • Integrated IT-OT Visibility
  • Automation of Repetitive Security Tasks
Future Trends
  1. Outcome-Driven Security Investments: Security programs will increasingly be measured through resilience, recovery readiness, and business risk reduction.
  2. AI-Led SOC Transformation: AI and automation will significantly reduce operational workloads and improve incident response efficiency.
  3. Platformization of Security: Enterprises will shift toward integrated platforms instead of maintaining excessive standalone technologies.

4. Continuous Optimization: CISOs will regularly evaluate technology utilization, operational value, and cost effectiveness.

Best Practices & Key Takeaways
  1. Rationalize overlapping tools and eliminate shelfware technologies.
  2. Align cybersecurity spending with business risk and resilience priorities.
  3. Automate repetitive operational and compliance activities.
  4. Periodically review managed services for measurable value realization.
  5. Adopt integrated security architectures for unified visibility and control.
  6. Focus on security effectiveness rather than number of deployed tools.
  7. Build long-term cybersecurity roadmaps balancing operational stability and innovation.

In the evolving threat landscape, the most successful CISOs will not necessarily be those with the largest budgets, but those who can optimize run-costs and redirect investments toward resilience, agility, and business enablement.
