Security Spending Trapped in Run-Costs

For many organisations, cybersecurity is no longer underfunded it is strategically constrained. And the constraint is self-inflicted.

At the executive level, this manifests as an uncomfortable paradox: security budgets continue to grow, yet the organisation’s defensive posture does not evolve at the same pace. The root cause is rarely capability it is capital being consumed by inertia. Run-costs are no longer operational hygiene; they have become a strategic liability.

A significant portion of cyber spend is quietly locked into sustaining legacy architectures, fragmented toolsets, overlapping contracts, and labour-intensive operating models. These commitments, once justified, now operate as sunk cost anchors. They absorb budget year after year, with diminishing returns, leaving little room to invest in capabilities that would materially elevate resilience.

Consider a highly relatable enterprise scenario. Over a decade, different business units independently onboarded security controls endpoint protection, identity tools, network monitoring solutions each optimised for local objectives. Fast forward to today: the organisation is running multiple variants of the same capability, often under separate licensing and support arrangements. Add to this an outsourced SOC layered with internal teams manually reconciling alerts across disconnected systems.

On paper, it appears as “defence in depth.” In reality, it is duplication in depth.

The consequence is not just financial inefficiency—it is strategic paralysis. When 70% or more of the cybersecurity budget is tied up in maintaining the status quo, there is limited headroom to invest in what truly matters: AI-led detection engineering, Zero Trust transformation, secure-by-design architectures, or emerging imperatives such as post-quantum readiness and privacy engineering.

For executive leadership, this demands a fundamental shift in perspective. Cybersecurity cannot be evaluated solely on spend; it must be assessed on spend effectiveness. The question is no longer, “Are we investing enough?” but rather, “Are we investing where it changes the outcome?”

Addressing this requires decisive leadership:

  • Rationalise aggressively: Eliminate redundant tools and converge platforms to reduce both cost and complexity.
  • Re-architect operating models: Transition from people-heavy processes to automation-driven security engineering.
  • Renegotiate value: Challenge legacy vendor constructs and align contracts with measurable outcomes.
  • Reallocate with intent: Ringfence budgets specifically for strategic transformation—not incremental upgrades.

Critically, this is not a cost-cutting exercise—it is capital liberation. Every inefficiency removed is capacity created for innovation.

The most forward-looking CISOs are those who deliberately dismantle operational drag to fund the future. They recognise that adversaries evolve without legacy burdens, and therefore, defensive strategies must be equally unencumbered.

In an era where cyber risk directly translates to business risk, executives must confront a stark reality: if your security budget is predominantly funding yesterday’s architecture, your organisation is effectively underwriting tomorrow’s breach.

The mandate is clear—optimise ruthlessly, invest strategically, and ensure that every rupee accelerates resilience, not inertia.
