Singapore and Google Set Out System-Level Controls for Autonomous AI Agents

Singapore and the United States have concluded their fourth Cyber Policy Dialogue, expanding bilateral discussions across artificial intelligence security, critical-infrastructure protection, ransomware, online scams and coordinated responses to malicious cyber activity.

The dialogue was held on 13 October at the ASEAN-Singapore Cybersecurity Centre of Excellence and was formally documented by Singapore on 15 October. It was co-chaired by United States National Cyber Director Sean Cairncross and Cyber Security Agency of Singapore chief executive Gwenda Fong.

Officials discussed the changing threat environment and the growing interaction between AI, cybersecurity, economic security and national security. The agenda covered both the opportunities created by AI-enabled defensive systems and the risks associated with increasingly capable models and autonomous agents. The two sides also considered approaches for supporting the secure adoption of emerging technologies across government and critical sectors.

Protection of critical information infrastructure formed a central part of the talks. This includes the systems underpinning energy, finance, communications, transport, healthcare and other essential services. Cooperation in this area can encompass the exchange of technical threat intelligence, coordinated incident response, cyber exercises and discussions covering the security obligations applied to infrastructure operators.

The dialogue also addressed ransomware and scams, two categories of cyber-enabled crime that increasingly involve cross-border infrastructure, cryptocurrency payments, compromised accounts and distributed criminal networks. Singapore and the United States discussed closer information sharing and cooperation between cybersecurity agencies and law-enforcement bodies to support investigations and operational responses.

Capacity-building in the Indo-Pacific was another component of the programme. Singapore’s ASEAN-Singapore Cybersecurity Centre of Excellence provides training and policy-development support to officials from across Southeast Asia. Joint initiatives can use that platform to strengthen incident-response capabilities, improve technical preparedness and develop more consistent approaches to cyber policy across the region.

The two countries reaffirmed their intention to pursue practical cooperation rather than limiting the dialogue to policy exchanges. The areas identified include initiatives addressing malicious cyber activity, improvements to incident-response coordination and continued collaboration on the cybersecurity implications of AI and other emerging technologies.

The meeting adds to Singapore’s broader effort to position cybersecurity as a component of regional digital resilience. It also extends operational links with the United States at a time when governments are updating national cyber-defence systems to address attacks that can be executed, adapted and scaled using AI.
