
The Ministry of Electronics and Information Technology (MeitY) is preparing a major AI-driven modernization initiative aimed at upgrading ageing government IT systems using artificial intelligence, generative AI, and agentic AI technologies.
The initiative will be implemented through a Request for Empanelment (RFE) issued by MeitY-NICSI on June 25, under which up to 20 technology firms will be empanelled to support digital transformation projects across government departments and public sector systems.
The empanelment framework is designed to create a centralized pool of approved technology partners, enabling ministries and government agencies to accelerate modernization projects without conducting separate procurement exercises for each initiative.
According to the proposal, the empanelment will remain valid for three years with an option for a two-year extension. Of the 20 proposed slots, 10 will be allocated to general technology firms, while the remaining 10 will be reserved for startups and MSMEs.
Selected firms will be responsible for assessing existing government applications, identifying outdated technologies, modernizing enterprise systems, and implementing AI-powered operational frameworks. The scope also includes development of AI governance models, data infrastructure, intelligent automation systems, and digital transformation roadmaps for government organizations.
Industry experts believe the initiative reflects the Indian government’s growing focus on sovereign AI capabilities, intelligent public sector infrastructure, and next-generation digital governance platforms as AI adoption accelerates globally.
The programme is also expected to create new opportunities for Indian startups, AI firms, cloud providers, enterprise technology companies, and digital transformation specialists working in generative AI, automation, cybersecurity, analytics, and government technology solutions.
