Submer Announces ₹19,000 Crore Plan for AI-Ready Data-Centre Campus in Madhya Pradesh

Bhopal, India — Barcelona-headquartered Submer Technologies has announced plans to invest approximately ₹19,000 crore, equivalent to about $2 billion, in an AI-ready data-centre project in Madhya Pradesh.

The proposed project was detailed during the MP Tech Growth Conclave 3.0, held in Bhopal on July 13, 2026. It is expected to involve the phased development of a data-centre campus with capacity of up to 1 gigawatt at the Acharpura Industrial Area near Bhopal.

The Madhya Pradesh government has allotted an initial 15-acre land parcel in Acharpura for the data-centre project. According to information shared at the conclave, the land was allotted within six days of receiving the company’s request. Further details regarding the total land requirement, construction schedule and commissioning dates have not been formally disclosed.

The planned campus will use liquid-cooling technology designed to support high-density computing infrastructure required for artificial intelligence workloads. Submer specialises in immersion cooling, direct-to-chip cooling and other infrastructure systems intended to improve the energy and water efficiency of data centres.

Submer and the Madhya Pradesh government had signed a memorandum of understanding in July 2025 to jointly facilitate the development of up to 1 GW of sustainable, liquid-cooled and AI-ready data-centre capacity in the state. The agreement covered technical collaboration, data-centre design standards, local supply-chain development and workforce training.

Under the earlier agreement, the state government committed to supporting suitable projects through land facilitation, infrastructure, regulatory approvals and applicable investment incentives. Submer agreed to provide expertise in data-centre design, AI infrastructure and advanced cooling technologies.

Submer Chief Executive Patrick Smets said the proposed project could create around 2,000 jobs during construction and support more than 10,000 indirect employment opportunities across engineering, logistics, infrastructure, maintenance and technology services. The operational facility is expected to employ approximately 150 to 200 people, according to the company’s estimates reported after the conclave.

The announcement forms part of Madhya Pradesh’s wider effort to attract investments in data centres, semiconductors and Global Capability Centres. The state also announced new and expanded IT parks in Bhopal and Indore during the technology conclave.

The ₹19,000 crore amount represents a proposed investment commitment. The project remains subject to phased development, infrastructure readiness, regulatory approvals and execution by the company and its project partners.
