BLS International Services Ltd., a leading global outsourcing and technology partner for governments and diplomatic missions, has announced the appointment of Golok Kumar Simli as its President for Technology and Innovation. Simli brings decades of experience in driving large-scale digital transformation within government systems. Prior to joining BLS International, he served as Principal Advisor and Chief Technology Officer of the Passport Seva Programme at the Ministry of External Affairs (MEA). During his tenure, he led several landmark initiatives that significantly modernized passport services in India.
At MEA, Simli played a key role in conceptualizing and implementing Passport Seva 2.0, which emphasized integrating biometrics, artificial intelligence, and data analytics into service delivery. He also oversaw the nationwide rollout of e-passports, a milestone that enhanced the security and efficiency of the passport issuance process. These initiatives not only streamlined operations but also improved accessibility for citizens across India and Indian missions worldwide.
Commenting on his appointment, BLS International highlighted that Simli’s focus will be on strengthening the company’s positioning as a technology-driven global service provider, leveraging emerging technologies to deliver secure, efficient, and citizen-centric solutions.
An alumnus of BIT Sindri, Simli holds a Master’s degree in Data Science from Chandigarh University. He also possesses advanced qualifications in business strategy, information security, artificial intelligence, and business intelligence, equipping him with a holistic understanding of technology, governance, and innovation.
