Tata Group, Uttar Pradesh Explore Major Expansion of TCS Workforce and AI-Led Collaboration

Tata Group and the Uttar Pradesh government are in discussions to significantly expand Tata Consultancy Services’ (TCS) presence in the state, with plans that could nearly double the company’s workforce across its Lucknow and Noida centres. If implemented, the proposal would increase headcount from the current strength of around 16,000 employees to nearly 30,000, marking one of the largest technology talent expansions in the region. The proposal was reviewed during a meeting in Lucknow between Tata Sons chairman N. Chandrasekaran and Uttar Pradesh chief minister Yogi Adityanath, according to updates from the Chief Minister’s Office.
Beyond workforce expansion, the discussions covered a wider strategic collaboration between the Tata Group and the state government. Officials revisited a long-term roadmap spanning artificial intelligence, information technology, electronics manufacturing, defence production, skill development, and the broader digital ecosystem. A key concept under consideration is the creation of an “AI City” in Lucknow, envisioned as a hub for AI-driven innovation, research, startups, and enterprise adoption. The initiative is expected to strengthen Uttar Pradesh’s position as an emerging technology destination while supporting India’s broader digital and AI ambitions.
The proposed expansion builds on an existing relationship between TCS and the Uttar Pradesh government. In 2024, the two signed a memorandum of understanding aimed at improving youth employability across the state. Under the agreement, TCS committed to supporting job readiness through structured training programmes focused on digital skills, artificial intelligence, and professional development. The initiative was designed to help bridge the gap between education and employment by connecting trained candidates with job opportunities across thousands of companies in the technology and services ecosystem.
For the state, scaling TCS’s workforce and deepening engagement with the Tata Group aligns with its broader strategy to attract large-scale investments and high-quality employment. Uttar Pradesh has been positioning itself as a competitive alternative to traditional IT hubs by investing in infrastructure, connectivity, and policy support for technology-led industries.
For TCS, the expansion would strengthen its delivery capabilities while tapping into a growing talent pool in North India. The potential AI City proposal also reflects the company’s increasing focus on advanced technologies and future-ready skill development. While discussions are still at an exploratory stage, the talks signal a shared intent to build a long-term partnership that combines large-scale employment generation with next-generation digital innovation in Uttar Pradesh.
