Uttar Pradesh Cabinet Clears Deep-Tech U-Hubs in Lucknow and Noida to Boost Innovation Ecosystem

Lucknow: The Uttar Pradesh Cabinet has approved the establishment of dedicated Deep-Tech Innovation Centres, branded as U-Hubs, in Lucknow and Noida, in a move aimed at strengthening the state’s innovation ecosystem and positioning Uttar Pradesh as a leading destination for advanced technology research, entrepreneurship, and startup-led innovation. The initiative is expected to create an integrated ecosystem for emerging technologies while generating thousands of high-skilled employment opportunities.

The proposed U-Hubs will be developed in phases and are designed to bring together startups, academic institutions, research organisations, investors, industry partners, and government agencies under a single collaborative framework. The centres will provide advanced digital infrastructure, incubation support, research facilities, mentoring, and access to funding networks for technology-driven ventures.

According to the state government, the initiative will focus on accelerating innovation in strategic sectors such as artificial intelligence (AI), quantum computing, robotics, semiconductor technologies, advanced biotechnology, and other frontier technologies. While both centres will support deep-tech entrepreneurship, they are expected to leverage the existing strengths of their respective ecosystems, enabling specialised capabilities across different technology domains.

The government has made an initial budgetary provision of ₹100 crore for FY 2026–27 to begin the implementation of the project. The allocation will support the creation of physical infrastructure as well as operational requirements during the initial phase, with the possibility of additional investments as the programme expands.

The approval forms part of Uttar Pradesh’s broader strategy to build a knowledge-driven economy by complementing recently announced startup, data centre, semiconductor, and electronics manufacturing policies. Over the past few years, the state has been actively promoting investments in high-technology sectors through policy incentives, industrial corridors, and infrastructure projects aimed at attracting both domestic and global investors.

Industry experts believe dedicated deep-tech ecosystems play a crucial role in nurturing startups working on complex technologies that require long development cycles, specialised research infrastructure, and sustained access to capital. Unlike conventional startup incubators, deep-tech hubs typically facilitate stronger collaboration between academia, industry, and investors, enabling the commercialisation of research-led innovations.

The establishment of the U-Hubs also aligns with India’s growing emphasis on indigenous technology development and innovation-led economic growth. As the country continues to invest in AI, semiconductors, quantum technologies, and advanced manufacturing, state-led initiatives such as Uttar Pradesh’s U-Hubs are expected to complement national programmes by creating regional centres of excellence capable of supporting globally competitive technology ventures.

With the Cabinet’s approval in place, the Uttar Pradesh government is expected to begin the phased rollout of the two innovation centres, with the objective of fostering a vibrant deep-tech ecosystem that supports startups, creates high-value employment, and strengthens the state’s position in India’s rapidly evolving technology landscape.
