
OpenAI has announced the expansion of its Trusted Access for Cyber (TAC) program, granting select organizations access to its specialized GPT-5.4-Cyber model to strengthen cybersecurity defenses across critical sectors. The initiative is designed to equip defenders with advanced AI capabilities as cyber threats grow more sophisticated and attackers increasingly leverage similar technologies.
The program follows a tiered trust-based model, where access to powerful cyber capabilities is scaled based on verification, accountability, and demonstrated safeguards. This approach ensures that advanced tools are widely available to legitimate defenders while maintaining strict control over their usage.
Several major enterprises and cybersecurity firms have already joined the initiative, including Bank of America, BlackRock, Cisco, Cloudflare, CrowdStrike, Goldman Sachs, JPMorgan Chase, NVIDIA, Oracle, Palo Alto Networks, and Zscaler. These organizations are expected to use GPT-5.4-Cyber to enhance threat detection, improve defensive operations, and generate actionable threat intelligence, while also contributing feedback to refine the model’s safety mechanisms.
In addition to enterprise participation, OpenAI has extended access to independent institutions such as the U.S. Center for AI Standards and Innovation and the UK AI Security Institute for evaluation and oversight, reinforcing transparency and third-party validation.
To support smaller teams and open-source contributors, the company has committed $10 million in API credits through its Cybersecurity Grant Program. This initiative aims to provide under-resourced developers and researchers with access to advanced AI tools, enabling them to respond more effectively to vulnerabilities and emerging threats.
OpenAI highlighted that many organizations lack round-the-clock security resources, making it difficult to respond to critical threats in real time. By expanding access to GPT-5.4-Cyber, the company aims to bridge this gap and create a more balanced cybersecurity ecosystem where defenders are better equipped to counter increasingly advanced attacks.
