India Sets Up IDPIC To Strengthen Real-Time Digital Payment Fraud Intelligence

The Government of India has established the India Digital Payment Intelligence Corporation, or IDPIC, as a dedicated institutional mechanism to share real-time fraud intelligence and alerts with banks and financial institutions. Finance Minister Nirmala Sitharaman informed the Rajya Sabha that the entity has been set up in consultation with the Reserve Bank of India to address the rising incidence of cyber-enabled financial fraud across digital payment channels. The new corporation is intended to function as a central intelligence layer for the payments ecosystem, using advanced technologies including artificial intelligence, machine learning and big-data analytics to detect suspicious transaction patterns and circulate actionable alerts across participating institutions.

The move gives formal shape to a more coordinated fraud-risk architecture at a time when India’s retail payments stack is operating at very large scale. The government has also cited parallel cybersecurity mechanisms already in place, including the National Cyber Coordination Centre under CERT-In for threat monitoring and a nodal Computer Security Incident Response Team for the financial sector. IDPIC adds a payments-specific layer to that architecture by focusing on intelligence sharing among banks and financial institutions rather than only post-incident reporting or institution-level controls.

IDPIC’s own public description positions it as a central fraud intelligence hub for digital payments, incorporated as a not-for-profit Section 8 company under the Companies Act, 2013. Its stated capabilities include fraud detection, real-time risk scoring and ecosystem-level security support for the payments network. A government release earlier said the company had been incorporated on October 16, 2025, while the latest parliamentary statement confirms the government’s operational framing for the entity and its role in cyber financial fraud containment.

For financial institutions, the significance lies in the shift from siloed fraud detection to shared intelligence. Digital payment fraud often moves across banks, mule accounts, telecom identifiers and transaction networks faster than any single institution can detect in isolation. A common intelligence corporation could support faster alert circulation, better pattern recognition and more consistent risk scoring, especially where multiple institutions see different fragments of the same fraudulent activity. The model also implies closer coordination between financial-sector regulators, banks, public-sector cybersecurity agencies and payment infrastructure operators.

The establishment of IDPIC also comes amid heightened official attention to digital arrests, mule accounts, social-engineering scams and organized cyber fraud. The policy direction is toward treating fraud prevention as a systemic infrastructure problem, not only a customer-awareness or bank-compliance issue. The success of IDPIC will depend on how quickly institutions contribute high-quality data, how alerts are standardized, and how well the platform’s intelligence can be translated into real-time interdiction without creating friction for legitimate digital payments.
